Migrate Starlight sidebar autogenerate config before upgrade

This dependency bump upgrades @astrojs/starlight to ^0.39.0, which introduces a breaking sidebar config change for autogenerated groups, but the repo still uses the old shape in site/astro.config.mjs (label: 'Commands', autogenerate: { directory: 'commands' }).
