[LTER] Perform Technical Tasks for the Network Office

Summary

Periodically the SciComp team needs to tackle technical challenges for the LTER Network Office itself. Such tasks are tracked as sub-issues on this issue.

Note

Nesting 'initiative' type issues under this issue. Current project view would mean parent issue for each working group is only visible if there is at least one active sub-issue of that issue. Nesting these as sub-issues of this one makes sure that even if I don't have an active task for the group, the umbrella under which future tasks should be nested is easily findable
