Allow refueling in all Launchsites across Kerbin #6
With the 1.4.x update, we can now launch vessels from different launchsites (Woomerang/Old Airfield). Allow refueling in this places.
Also make the configurable in the .cfg so we can change the locations depending on different mods/planetpacks/etc
