Delete Hammer item will break the datapack

Describe the bug
When modifying the datapack by deleting the "hammer" item files from the data folder, the "hammer" can surprisingly still be obtained in-game. Additionally, this deletion inadvertently breaks the "owner's manual" item, making it completely unusable.

To Reproduce
Steps to reproduce the behavior:

1. Navigate to the data directory and delete the files related to the "hammer" item.
2. Load the datapack into a world.
3. 'hammer' still craftable and usable.
4. Try to use the "owner's manual" item but it no longer works.

Expected behavior
I expected that deleting the "hammer" files from the data folder would completely remove it from the game (making it unobtainable), and that doing so would not break the functionality of the "owner's manual".

You just need to delete the jbt.hammer namespace folder
