Steps to reproduce

Running a Fairly huge CSP Environment with 10k+ Customer

Expected behavior

about 10k+ Customers in the Cosmos DB

Actual behavior

Only 3496 Customers ( with full records though)

Environment

Running the AppService on S3 Plan and has been deployed via ARM Template
host.json extended with {"functionTimeout":"03:00:00","}
and change the default start time for PullEnviroment anything else remains stock
