Winget.exe can download, wingetcreate.exe cannot

Command:
Wingetcreate update tableau.desktop

returns:
Retrieving latest manifest for tableau.desktop
Downloading and parsing: https://downloads.tableau.com/esdalt/2024.3.4/TableauDesktop-64bit-2024-3-4.exe...
Failed to download installer.
HTTP response was unsuccessful. Status code: Forbidden

Winget.exe can download with command winget install tableau.desktop, and browser can also download.

Is this a wingetcreate issure or Tableau?

Steps to reproduce

Wingetcreate update tableau.desktop

Expected behavior

download the file in the manifest.

Actual behavior

failed to download the installer.

I think this is a separate issue, as winget.exe (Winget Cli) can download the file.
