Observations on road classification

Hi!
In this thread I am taking some looks at the classification of road netowrks and give feedback on it's alignment to my own knowledge of the Münster cycling network-

It does look like the is_cycling_street tag indicates roads that prioritize bicycles (painted red and signage indicating bicycle priority) but permit motor vehicles.
examples in my knowledge are:

• Heisenbergstraße
• Wilhelmstraße
• Schillerstraße
• Bohlweg

The Promenade, a cycleway permitting exclusively bicycles is missing from that tag-group. It appears to have been classified as service_ways.

Tag:highway=service denotes access roads to parking spaces, gas stations, campuses, etc.
In the case of Münster, while often correct, it appears to also often end up being used on streets that could be classified better as:

• pedestrian ways (Goesenweg),
• cycleways (Promenade),
• offroad tracks (around Gasselstiege)
• or cases where it is not entirely clear.
