bug: pop up screen actions do not go away

Vulcan Version: 2.2.1

Steps to recreate:

1. Open project
2. Open Component
3. Select Edit Component Controls
4. Select a control
5. Select Review Status
6. Add Comment
7. Select Request Review
8. Select Submit Review

Expected Results:

1. Window to close
2. Banner Message in top right
   a. failed to send notification
   b. successfully notified

Current results:
Screen hangs

User can close out and re-open and the status will have updated
