Add VNC surface mesh, neuropil mesh and nerves

There's now a VNC neuropil mesh vnc-neuropil-shell, generated by FlyEM. It would be useful to have it.
Available in neuroglancer layer.

There is also a VNC ROIs vnc-nerves mesh that would be useful.

Yes, it would be really nice to have a VNC neuropil mesh for plotting purposes now that we are drafting figures for the papers.

There has been a surface mesh for a while it seems

That's the ugly tissue shell, not the nice neuropil shell that we have been asking for. It's precomputed://gs://flyem-cns-roi-7c971aa681da83f9a074a1f0e8ef60f4/vnc-neuropil-shell in Clio Neuroglancer.
