[Task] NEAR Dev Certification Program

Background

2 years ago we were working on creating a certification program alongside Lyudmil.

The basic idea was to create a smart contract that could evaluate other smart contracts by making xcc and checking for the correctness of the interface.

We need to continue this work and release it as a basic certification course on building smart contracts on NEAR

Acceptance Criteria

• Update the current contract
• Extend functionality by implementing the standing issues
• Release it as part of our new documentation / developer portal
