[TASK] Observability Dashboards for FerretDB

Objectives:

• Observability Dashboards for FerretDB was missed, so need to implement it
• FerretDB pods should be allowed to scrape for metrics by Otel Collector
• The dashboard should be automated for deployment onto Grafana
