Add file logger for CPEx scraper

Only the nus-v2 scraper has log files, the CPEx scraper still uses console.log and it is difficult to debug and trace

Hi! I'd like to work on this -- adding file logging to the CPEx scraper, following the pattern from the nus-v2 scraper. Will submit a PR shortly.
