[Enhancement] Add CONTRIBUTING.md for New Contributors

Description
The repository currently does not include a dedicated CONTRIBUTING.md file to guide contributors through the contribution process.

Adding contribution guidelines would help new contributors understand:

• How to set up the project locally
• contribution workflow
• pull request guidelines
• issue reporting standards
• coding best practices

This would improve the onboarding experience and make contributing more organized and beginner-friendly.

I would like to work on this issue under ELUSOC'26.
