Remove redundant project management description (#4480)

## Changes

Project management has evolved from being described in the spec repo to
being part of the `community` repo under
https://github.com/open-telemetry/community/blob/main/project-management.md.

This file is redundant and has not been kept up to date with recent
changes, so I propose to delete it.
