created at utc on forecasts table

There current is no created_at_utc on the forecast table. This would be useful to see exactly when the forecasts are made

CreatedAt is visible in the data platform routes, just not the database, as it is inferred from the UUID_V7_EXTRACT_TIMESTAMP function on the uuids.
