support injecting additional manifests

It'd be really useful to support https://github.com/openshift/installer/blob/master/docs/user/customization.md#install-time-customization-for-machine-configuration
so that we can more easily test arbitrary "day 1" changes.

Strawman:

launch 4.6 gcp,custom=https://github.com/cgwalters/playground,openshift/instance-store-testing

Where the semantics here would be:

custom=<GITREPO,SUBDIR>

And the referenced tree would contain objects to inject.
