Linking to FedoraCI

For new we can start with rpminspect. A few changes that need to be made:

• Use container instead of install (e.g. quay.io/fedoraci/rpminspect)
• Get the tag from an environment variable
• Figure out how to connect with FedoraCI
• Control which variant runs by context.initiator. Not yet implemented apparently though

Regarding the initiator it should be possible to tell apart Packit from the others, I’m not sure if you need more than that. Tbf I’m actually not sure why you even need it 👀

This came up w.r.t. CentOS dropping the Jenkins CI so the rpminspect and other CI there would start to diverge from Fedora CI, the idea is to unify FedoraCI (use default koji), CentosCI (use centos koji url) and packit/upstream (use copr builds).
