MCP tools should be definable with YAML

Description

Expanding on top of the tool plugins architecture we can allow YAML configurations for tools.

Acceptance criteria

• MCP tools are expandable with YAML

• We should allow Review expanding and allowing additional MCP SDK schema values like title, outputSchema, annotations.

• We should consider allowing allow prompts through this work

• We should consider allowing allow resources through this work. This may be an iteration

• We should allow dynamic addition of tools, resources, and prompts

• Builds off MCP tools should be expandable via tool-plugins #22

• Possible integration of ai-helpers into dynamic prompts as plugins
