Taxon Sets panel fill down reorders taxa

To replicate:

• Import data,
• Sort taxa by name, by clicking on "Taxon" above table
• select number of taxa, click fill down
  Taxa are reordered but should be left in place -- only the Species/Population entry should be updated.
