Are you sure you got your cross-compiling environment working properly? Try installing mingw64-gcc.

Quoting myself from PR #8 where I've successfully built seamlessrdp on Fedora 26.

For Fedora, you want mingw32-gcc and mingw64-gcc installed. You then run mingw32-configure or mingw64-configure instead of ./configure, then make as usual. You don't have to bother with knowing the host triplets for 32- and 64-bit environments.

Same here under Ubuntu 18.04 and the package gcc-mingw-w64-i686 is already installed.

@matinlotfali did you try @derfian's procedure, with mingw64-configure instead of ./configure?

For me (on Fedora 35) it works fine. When you run ./configure, for some reason, it's not getting the INCLUDE_PATH properly (or something else that's causing the lack of windows headers).
