Make log config filepath configurable in PredictedPathwayDiagramGeneratorFromDB

For Orthodiagrams to be run from data-release-pipeline, it requires a resources folder to exist in the parent directory. We currently store our config files in src/main/resources, so this ends up spreading our resources inconsistently. Reminder to get a fix from GW once we confirm this is what we want.
