Can't set padding on the drop down menu in the Menu Component

Menu Component issue: Can't set padding around the menu items in the drop down menu on desktop.

I’ve pushed the first part of the fix to cursor/menu-dropdown-padding-d921: the desktop dropdown no longer hard-codes py-2, and there’s now a desktopSubmenuPadding setting wired into the template via classes.desktop.subMenuPadding. Next I’m going to regenerate the compiled outputs (properties.json / hooks.js) via the build scripts, then push a follow-up commit with the generated files.
