Description
Previously formatters (Display/Debug) used allocations for buffer. In 1.14 it's no longer true, but feature-config stayed in the implementation file

but it's no longer needed. Is there any reason to keep it?

to_base_be accessed here still requires it unfortunately

Well, it's base-10 formatter, so it can always be collected into upper bound as [[u64; LIMBS]; 2] I think
