Skip opening empty conditional during export

### What would you like to be added?

Currently the exporter opens all conditional sub-menus, even if the description says there is nothing in one. We could detect that description, and skip opening it. We could do this with both the Conditions container and the If/Else containers. Also viable for random action.

### How will it help?

Will make exporting more efficient.
