Automate Fedora dist-git updates

I am the primary maintainer of the phrog Fedora package.

This cycle, I've added a bunch of automation/polish around the release process. Could I also just automatically bump dist-git and trigger Koji+Bodhi updates when I publish a release here upstream? I think Packit helps with at least some (maybe all?) of this.

@codex open a PR that with the propose_downstream Packit stuff. I'll get a session elsewhere to handle the dist-git side.
