COMMENTS: New tabs for projects issue list and issue comments

This tab should show ALL saved attachments for the current project or for the current issue.
| Comments | Activity | Attachments | and | Activity | .... | Notes | Attachments |

Best display type would be gridlike and only manager/admins should be allowed to delete attachments from within this tab.
