Endturn.wav is played every refresh if there are available turns

It should only play if there are new turns since the last refresh!

it's meant to be annoying so you actually play it!
I'm considering maybe putting checkboxes in column 0 maybe?
that way you can turn off the nag for games that haven't started or whatever.
