RTL script support

bb56981 add initial RTL support.

Things that need to be looked at:

• direction of range bars
• time picker hours and minutes order
• date picker order
• dropdown layout (may simply be an issue of using a LTR script for testing)
• cancel and ok buttons in dialogs should be translated

One issue with this regard on Vespucci 14.1.3.0 (from github):

Time picker order:

Colon needs to be placed in the middle, also please swap minute and hour position.

I forgot here is about OH, other ones moved to appropriate issue.
