Store encounters mid flight

As we're already using a spatial map, why not record all aircraft which pass at a certain distance (2km?).

Additionally add an event to record when an encounter happens and when it ends.

Additional sectors (small circles around the airfield) should be definable, so that we recognise if an aircraft has passed the sector. This can be used as inbound or outbound routes.

I have actually been working on something like this back in 2017 when in Sisteron! The difference is that it was an event handler which would notify you when an aircraft passed certain geofences. I'd prefer to build this as a separate feature rather than grouping it together with the encounters. Alternatively I'd consider changing the encounters to become certain triggers during flight. "This aircraft nearby, passed that geofence, entered airspace xyz" etc.

What'd you think about this?
