PIN should be required on app restart + resume #724

What happened?
Andorid had this:
In android PIN is only required on app restart. On iOS it is both by default - restart and re-activation.
The behavior should be consistent, so the default should be PIN on restart. as in iOS.
Steps to Reproduce
- set PIN
- move app to background
- move back to active
You are required to put pin, but shouldn't. Pin only on app restart.
