BC7 NOT WORKING

seta image_usePrecompressedTextures "2" like how it works in dhewm3 does not seam to work
have the bc7 .dds files in dds folder like how it works in dhewm3 also put them in the models /textures folders quake 4 style

I have since revised the implementation to work in line with dhewm3 and fix a couple issues. It's untested as I don't have assets to test with, but it will be available in the next release to try.
