QURI parser

I've created some stub code in a new branch named parser, along with a test that should pass for a working QURI string parser.

Thanks mate, just leave the parser unless you're keen to have a crack at
it. You've got to use a lexing library to break the string down and then
you loop through the parts and ensure the context is correct. If you're
interested, let me know.
