[UI] Add no-results state for Toolkit search

Summary

Toolkit search should show a clear no-results state when no tools match the query.

Scope

• Detect when loaded tools exist but the current search/filter has zero matches.
• Show a compact empty state with a clear-search action.
• Do not affect the initial loading/error states.

Acceptance Criteria

• No-results state appears only after filtering/searching.
• Clear-search action restores the visible tool list.
• Add a focused unit test if Toolkit tests already cover search.
