Remove health check and validation docs

Delete deprecated documentation files HEALTH_CHECK_DISABLED.md and VALIDATION.md. These files contained deployment health-check, backup, rollback and CI/CD validation guidance and were removed as part of a documentation cleanup to eliminate outdated or redundant docs.
