Increase flexibility for project structure

Description

Zensical should allow more flexible file layouts, which includes locations of docs_dir and zensical.toml etc. Related:

• assets folder not being generated when zensical project is in the docs folder zensical#367
• docs_dir = "." results in an infinite reloading loop during development zensical#395
• [Bug] Infinite rebuild loop when docs_dir: . (markdown doc files outside docs/) zensical#410
