THREESCALE-12047: Clean up unused CSS

What does this do:

  • Address stylelint errors and warnings.
  • Find and remove unused styles
  • Replace legacy styles and hacks in favor of Patternfly classes and variables
  • Remove redundancies and reduce duplications
  • Decouple provider.scss (big css bundle vs. individual pages' scss)
