Re-enable the CI path for building and pushing the v26.2 -ainic image, and refresh the bundled AINIC userspace package to 1.117.5-a-77. Align Dockerfile.ainic with the v26.2 /workspace layout so RCCL and AMD ANP are rebuilt where the runtime AINIC hook expects them.
