Filter watch topic TA by name so the agent gets only its own resource updates instead of all the TAs

I guess both approaches work..? Up to you on how you think makes more sense

I think we change to the check in code, reason being is that TAs all share a single watch topic. So this change would result in the last TA to register to be the only TA event we ever receive.
