I didn't realize this was a PR and made the change locally. I've remove elevator= kernel parameter for rhel8. Not sure when I'll be able to do a full build though. I don't have remote access to all of my build machines and I'm traveling the next few months. I will try and do a partial build of the Linux based hypervisors at some point but that will only update libvirt, virtualbox, docker, vmware.
Especially libvirt guests need this, since it's their main way of sharing ports with the host.

Without a TTY, and thus TERM value, any 19.04 script which called "tput" was ending with a fatal error. As such we now detect the missing TERM value and explicitly set the value to "vt100" to avoid spurrious errors. The actual changes were accidentally added to the index as part of the 651e8bd commit.
