Fixes to Mod

• Fixed an issue where the goal would not correctly be sent upon entering Meta Space.
• Fixed another issue where the old !! and + symbols would appear on chests.

Fixes to Logic

• The quest New Metal is no longer considered accessible directly after receiving the mine pass.
• The quest A Promise is a Promise 3 now no longer requires full completion of the check, similar to the rest of the quests in the line.
• Third-level Rookie Harbor quests no longer require Blue Ice Shade to be made available.

Miscellaneous Improvements

• Changed the bundling process such that an APWorld manifest is generated.
