identified that the no-response problem is caused by the browser's security protocol. Fixed by using a live server.
successfully populate the voice list. Found a demo in the documentation that demonstrates the same thing. What does the field speachSynthesis.onvoicechanged do? Without this line the voice list in the html is always blank. What we are doing when assigning it with populateVoiceLIst to it without paranthesis?
