Support Dvorak-QWERTY command keyboard

Summary

• Update the macOS deployment target to macOS 11 for the package and Xcode projects.
• Bump Magnet and Sauce references to versions that support keyboard layout aware shortcut recording.
• Use Sauce key lookup with Carbon modifiers when recording key equivalents so Dvorak-QWERTY Command layouts resolve correctly.
