docs: add v0.2 release readiness report

Summary

• Add a v0.2 release-readiness report for the unreleased governance baseline on main.
• Record verified state, current blockers, and the required v0.2 release train.
• Make explicit that v0.2.0 is blocked until packaging, version metadata, changelog, release notes, branch protection/security reporting evidence, and artifacts are verified.

Scope

• Adds docs/V0.2-RELEASE-READINESS.md only.
• No code, tests, fixtures, CI, pyproject, version bump, tag, release, artifacts, dependencies, or output behavior changes.

Verification

• 94 tests passed locally through ./scripts/check.sh.
• Diff is limited to the readiness report.
• v0.1.0 tag/release verified intact before push.
• The report explicitly blocks v0.2.0 publication from the current state.
