Integrates the final CDLAN landing page into index.html.

Scope:

replace placeholder homepage with final static landing;
keep repository documentation untouched;
no README changes;
no backend;
no secrets;
no generated/vendor artifacts.

Local validation:

scripts/verify.sh OK;
git diff --check OK;
blocked claims grep OK;
HTML/JSON-LD/anchors structural audit OK.
