docs: update GitHub Pages publication status

Updates the GitHub Pages documentation after publication.

Scope:

• replace the old publication plan with current publication status;
• document active public URL;
• document verified Pages state;
• document publication verification markers;
• keep maintenance rules aligned with the current repo state.

Constraints:

• README.md untouched;
• no index.html changes;
• no backend;
• no secrets;
• no generated/vendor artifacts.

Local validation:

• scripts/verify.sh OK;
• git diff --check OK;
• pre-push validation OK.
