Second try. -Fixes being able to HQ without all skills involved in craft at the required "HQ Tier" level - Fixes Lightning crystal having less success than others - Translated comments and added some
Actually commit the changes from previous commit
- Missing one Lightning crystal reference. - Moved rand so we dont do more rolls than necesary
