Update copier template to 4.2.0 and include runtime container build, convert this project into an application/service. Modify Dockerfile to run blueapi and apply temporary fix for DiamondLightSource/python-copier-template#288
Add submodules for dodal and ophyd-async to the workspace for integrated editing, include them as dependencies in devcontainer, Dockerfile and CI build (manually for now, this can hopefully be streamlined with uv).
