What to build first.
Build order needs to be based on ease of testing - even if you think building a module is much lower effort than another one, if it's hard to test that module then I don't want to start there. I want to build things in a way that give me natural stepping stones to the next goal.
Example: I really want to start attaching cameras to the Thor and doing some cool work with obstacle avoidance and SLAM. But realistically it's going to be hard to test any of this stuff without having a built mouse droid that I can test software on.
If my goal is to eventually have a Thor acting as the brain to an autonomous robot, then I think my first goal is building a basic robot
