this allows us to tune requests based on model requirements, also brought cache and prompt too long tests to be aligned with the rest of the live tests

Goal
Allow live provider model pair tests to pass request options so individual provider/model requirements can be tuned during test runs.
Changes made to achieve the goal
Updates the testing framework to support options in model pairs and aligns cache and prompt-too-long live tests with the broader live test structure.
