fix(core): extend frame interval clamp to support high refresh rate displays
- Updated clamp range from 10–20ms to 4–33.34ms
- Added support for modern high refresh rate monitors (120Hz, 144Hz, 165Hz, 240Hz)
- Improved accuracy of frame interval detection across wider FPS spectrum
- Prevented incorrect normalization on high and low-end displays
